U.S. Customs launched the new Container Security initiative (CSI) in January 2002. The purpose of the program is to protect global containerized cargo from terrorism. U.S. Customs has taken extraordinary measures to enhance and tighten security of the ports and cargo. The main objectives are to monitor and pre-screen documentation and containers at foreign ports and to identify high-risk loads before cargo is shipped to the United States. Carriers are now required to submit complete cargo manifest documentation to U.S. Customs 24-hours prior to vessel loading.
In compliance with the new 24-hour Customs rule, less than container cargo delivery times and documentation closing times have been changed. As you know, Star Asia is the only Far East transportation company providing direct consolidation service to the Southeastern United States. To take full advantage of this service, please alert your overseas vendors of these changes to make sure goods are produced and delivered on schedule. Also note our overseas partners are will be assisting the vendors in regard to these new regulations.
Documentation:
Shippers must submit cargo manifest for LCL cargo at least 72-hours prior to vessel loading time. Accurate and complete information must be provided on cargo manifest including precise cargo description, quantity and weight, shipper and consignee details.
Cargo:
Shippers must deliver cargo for consolidation prior to LCL cut off times. Please note the updated closing schedule for each origin port.
- Cargo missing the required customs manifest information is in violation of U.S. Customs rules and will not be loaded on the vessel.
- Any cargo declared high risk may be held for inspection before it is loaded on the vessel.
- Shippers and consignees will be notified that cargo has been placed on hold by U.S. Customs at the origin port.
- Changes and amendments after submitting the manifest and/or shipping the cargo may result in fines and further examination upon arrival at U.S. ports.
