As we previously advised you, in compliance with the new Advanced Manifest System Customs rule at the origin ports, cargo delivery times and documentation cut off times have been changed to accommodate new Customs regulations. The main objective of the AMS rule is to monitor and prescreen all containerized cargo before it is shipped to the United States and protect it against terrorism.
All shippers must submit Customs cargo manifest and deliver cargo to the terminals in advance to allow carriers timely manifest filing with U.S. Customs. Our overseas partners have been in close contact with your vendors constantly updating them of any cut off changes for documents and cargo.
Due to close relationship with the carriers, Star Asia document cut offs are extended to accommodate vendors and we allow more time than most forwarding companies in Asia. We work closely with the carriers and vendors to make sure intended vessel schedules are met for your cargo.
We have prepared a general list of document and cargo cut off guidelines for full container and less than container load cargo at the origin ports for your kind reference. Please review the information with your vendors and confirm they fully understand the new regulations and comply with the new schedules. Vendors need to verify and confirm specific cut off times for their cargo and plan their production and book cargo according to intended vessel schedules. Please be assured our overseas partners are also communicating with your vendors to make sure your cargo is loaded and shipped via earliest vessels.
Also, please communicate to your vendors that accurate and complete information must be provided on cargo manifest. Any cargo missing the required Customs information is in violation of U.S. Customs rules and will not be loaded on the vessel.
